This is achieved through a standardized green keyhole symbol displayed on packaging and in-store signage. The label’s criteria emphasize nutritional improvements such as less salt, less sugar, more fiber, more wholegrains and healthier fat. Additionally, the initiative fosters cross-Nordic collaboration to ensure consistent standards and widespread adoption across Sweden, Denmark, Norway and Iceland.

Background

Introduced as a local public health initiative in Sweden during the 1980s, the Keyhole label was designed to address diet-related diseases by guiding consumers toward healthier choices. Its success in Sweden, marked by high consumer trust and widespread recognition led to its expansion across the Nordic region, with Denmark and Norway adopting it in 2009 and Iceland in 2013. The label’s criteria are grounded in scientific evidence, particularly the Nordic Nutrition Recommendations (NNR). The label applies to both packaged and unpackaged products, with established criteria for 32 distinct product groups. The core principle is that products bearing the Keyhole label are healthier options within their respective group. The label is accessible to any company whose products meet the specified criteria. These companies are permitted to display the Keyhole label on their products and use it in marketing within participating countries.

Monitoring and ownership

The Keyhole is owned and managed by the Swedish Food Agency and operates under a joint Nordic governance framework to ensure consistency across participating countries. Producers are responsible for ensuring that their products meet the criteria, and that the Keyhole label is used correctly. Compliance is monitored through routine public food inspections and production facility inspections, rather than pre-market approval, simplifying the process for producers while ensuring alignment with the label’s standards. This makes it a voluntary label, but misuse can lead to fines or forced removal from the market. Consumer trust and label effectiveness are also evaluated through surveys.

Implementation and Results

The Keyhole label is easy for producers to adopt, with its symbol and criteria freely accessible. Detailed guidelines cover packaging design, in-store placement and marketing materials, including specifications for logo size and color usage, ensuring consistent application across markets. Surveys indicate that almost everyone recognize the label in Sweden. The food industry has actively engaged, reformulating products to meet the Keyhole criteria.
