Aim and method

It aims to reduce alcohol-related harm through limited access, controlled pricing, and restricted marketing (aligned with WHO best practice), It also aims to reduce the environment and climate impact of cultivation and production as well as of transportation and packaging. Method: National monopoly on retail sales of alcohol, Fixed and transparent pricing model without discounts, Continuous auditing and sustainability improvement of suppliers and logistics.

Background

The policy originated in the early 20th century (1995), when Sweden experienced very high levels of alcohol consumption and related social and health problems. To reduce alcohol-related harm, the Swedish government introduced a state retail monopoly, which evolved into today Systembolaget AB. Systembolaget collaborates with The Swedish Government and Ministry of Health and Social Affairs., The Public Health Agency of Sweden., and based on the three pillars of The World Health Organization (WHO) for evidence-based best practices.

Monitoring and ownership

Systembolaget AB, a fully state-owned company under the Swedish Ministry of Health and Social Affairs, is responsible for implementing and monitoring the policy.
